Provisional allocations 2008
The spreadsheets below show provisional quota allocations for 2008 for whitefish and pelagic stocks (including Atlanto-Scandian Herring) in Area IV, VI and VII, together with Faroese stocks and deep sea stocks.
These provisional allocations have been calculated in accordance with the Quota Management Rules for 2008 and take account of eligible fixed quota allocation (FQA) units as defined in section 3 of the Rules. Provisional allocations for Faroese and Atlanto-Scandian herring have been calculated in accordance with Annexes E & F of the Quota Management Rules.
Hague Preference
On 12 March, Fisheries Administrationsconsulted you about the distribution of additional quota made through the invocation of Hague Preference (HP) on five stocks.
Having considered the responses received, we have concluded that the additional quotas gained for North Sea haddock, West of Scotland saithe, West of Scotland cod (including Cod VIa) and VIIb-k whiting should be distributed pro-rata to all vessels FQA units for the incoming stocks and this decision has been reflected in these allocations (see tables W4 & W5 of the Area IV & VI tables below).
Our consultation letter also sought your views on a proposal to set aside a proportion of the North Sea whiting gained from invoking HP for the 10 metre & under fleet.
Fisheries Administrations are still considering the responses which we have received and we are, therefore, not allocating the 1,418t of North Sea whiting gained from invoking HP with these provisional allocations. However, we will write to you as soon as a decision has been made and, in any event, before the issue of final allocations.
Banking
Fisheries Administrations consulted to you on 4 March about proposed changes to the calculations for the distribution of quota banked from one year to the next.
The majority of groups who responded felt that it was not appropriate to apply changes for 2007 to 2008, mainly because business decisions had already been made on the basis of the banked quota which they expected to receive in 2008.
We have, therefore, decided to distribute banked quota to groups on the basis of the arrangements which have applied in recent years which were set out in paragraph 2 of my letter of 4 March.
These allocations take account of quota which has been "banked" by the UK from 2007 for use in 2008, adjusted where necessary to take account of recorded landings in 2007.
These quantities are provisional and are pending on the agreement of the draft Commission Regulation on banking/borrowing of quota which is expected on 22 April (detailed banking calculations are available from Fisheries Administrations on request).
Looking forward, we are considering responses to the consultation as to how quota gained from banking should be applied from 2008 to 2009, and we will write to you as soon as a decision has been made.
Pelagic payback
In light of some issues arising from pelagic payback, Fisheries Administrations are still considering the distribution of Western mackerel, North Sea herring and West Coast herring and provisional quota allocations for these stocks have not yet been made. We hope to do so shortly.
